In Brownsville, Texas, large quantities of scrap tires had accumulated over many years. These stockpiles took up valuable space, created significant logistical overhead, and brought additional risks: tire fires are extremely difficult to control, while standing water inside stored tires can create ideal conditions for mosquitoes and other disease vectors to breed.
At the same time, maintenance and repair costs were rising for the existing shredding technology, which had been in service for many years.
